Lowongan Save the Children - Research Coordinator

We are currently seeking to fill the following position:


Research Coordinator 

1 position, based in Jakarta, CO

ROLE PURPOSE:

As a member of the Program Development and Quality team, this Research Coordinator will be responsible for coordinating the design, implementation and management of program specific research and evaluation activities.  The research coordinators primary responsibilities will focus on child protection, child poverty and child rights related research. 

Reports to: Monitoring, Evaluation, Accountability and Learning (MEAL) Advisor.
Closely collaborates with members’ technical leads for research; in-country technical leads, Program Directors and Advocacy and Campaigns Director

Dimensions: Contribute in development of annual/monthly work plans, assist in implementing program activities detailed in the work plans, provide support for participating school and communities in implementing quality program activities, facilitate monitoring and evaluation, represent Save the Children in communities, and support communications/monitoring with sponsored children.

Staff directly reporting to this post: TBD (2-4 direct/indirect reports)


KEY AREAS OF ACCOUNTABILITY:

Strategic planning and research design
  • Ensure quality standards for all quantitative, qualitative and participatory action research activities in country including: literature reviews, programmatic research, legal research, operational research, baseline and evaluations
  • Identify strategic opportunities for key pieces of research that can strengthen our thematic programs and advocacy activities in Indonesia 
  • Support the Country Team in selecting and implementing appropriate research designs, methodology, development/ modification of tools, collection and analysis of data, and report writing
  • Support and guide the development, adaptation and translation of Save the Children tools to conduct quantitative, qualitative and participatory action research on program related outcomes in Indonesia


Coordination of research activities
  • Lead the development and updating of the annual research agenda for the Country program
  • Lead the development and management of budgets for research and evaluations
  • Lead the research teams and activities when needed, and coordinate work of research teams in the field
  • Together with program technical advisors, oversee the implementation of research projects
  • Develop and maintain a network of researchers and consultants from university, research institutes and related institutions
  • Balance needs/requests of Save the Children members, donors and external partners to ensure quality results in research activities
  • Ensure inclusion of stakeholders (including children) in participatory action researches, as well as other researches as necessary

Coordination of humanitarian assessments
  • Oversight of initial rapid assessments in the event of a rapid onset emergency
  • Support the Humanitarian team on preparedness and the gathering of data for early warning systems

Technical assistance and capacity building
  • Directly providing or procuring research support and advice to project teams as needed
  • Initiate and coordinate capacity building activities for key programme staff, including identifying external training opportunities, and organizing peer learning groups and seminars

Knowledge Management and Learning
  • Together with Technical Advisors and Knowledge Management and Learning coordinator, ensure that research and evaluation documentation are stored, sorted and shared on timely basis among relevant program staff
  • Coordinate the development of evaluation summaries and together with technical advisors provide recommendations for program and operational improvement

Other Support as agreed with line manager
  • The post-holder may be required to support lend support to activities beyond the scope of this job description.  This will be discussed and mutually agreed with the line manager

QUALIFICATIONS AND EXPERIENCE
  • Master’s degree in social science or a related field (such as international development, program evaluation, research methods, or statistics)
  • Minimum 5 years of working experiences in the NGO, university or government with significant experience in designing and leading on quantitative and qualitative research, participatory action research and/or monitoring and evaluation
  • Strong quantitative and qualitative analytical skills, including experience using software packages such as SPSS
  • Proven experience in preparing clear and quality research reports
  • Experiences working with high level government agencies, civil societies, NGOs and academics on issues related to one of Save the children technical areas (health, education child protection, child poverty and child rights) is desirable
  • Experience in working on researches involving children is desirable
  • Advanced fluency in both Indonesia and English
  • Excellent listening and inter-personal skills; ability to work well with disadvantaged, deprived, marginalized and diversified populations
  • Logical thinker and detail orientated

Save the Children - Humanitarian Coordinator


ROLE PURPOSE:

Under the supervision of the Humanitarian Manager, contribute to ensure immediate and appropriate response to children's needs during humanitarian crises through revision and development of Emergency Preparedness Plan at country level and field level and establishment and building capacity of Emergency Response Team at country level. Contribute to ensure that Save the Children's commitment to improving quality and accountability in humanitarian work is upheld, and complies with all relevant policies and procedures with respect to child protection, health and safety.

Under the supervision of the Humanitarian Manager and Deputy Country Director or equivalent, contribute to revision  and develop Emergency Preparedness Plan, building capacity of staff and Emergency Response Team, initial assessment and implementation of emergency response when disaster strike place in Indonesia, participate for coordination meetings at national level and contribute to development of proposals for disaster risk reduction and climate change prevention and mitigation.

Reports to: Humanitarian Manager

Staff directly reporting to this post: N/A. 

Dimensions: Save the Children works in at least 10 provinces in Indonesia with a current staff complement of approximately 200 staff. The position will be based in Jakarta with travelling to sub offices. The successful candidate should be able to work independently with limited supervision by Humanitarian Manager. S/he has to be able to develop productive working relationships with other programs and relevant stakeholders


KEY AREAS OF ACCOUNTABILITY:


Development of Emergency Response Team
  • Contribute to design a simulation and training plan to enhance capacity of Emergency Response Team. 
  • Organize  capacity building for Emergency Response Team and relevant staff

Humanitarian preparedness
  • Work with the Humanitarian Manager, Program Managers and other relevant programs and departments in Save the Children to develop and roll out the Emergency Preparedness Plan for Country Office and field offices, and to help building capacity of Emergency Response Team in Country Office.
  • Together with Humanitarian Manager to develop Early Warning System related to Essential Standard of Humanitarian Department.
  • Collect information related to Emergency Preparedness Plan and get inputs related to EPP,
  • Facilitate other related departments to fulfil their responsibilities for development and finalization Emergency Preparedness Plan
  • Ensure that the revised Emergency Preparedness Plan is in compliance with all relevant policies and procedures of Save the Children, e.g. child rights and safeguarding,
  • Provide logistical support for the organization of meetings, workshops and events towards the above objectives

Humanitarian response
  • In case of an emergency, support the response as directed by the Humanitarian Manager.
  • Ensure rapid humanitarian multi-sector integrated assessments are undertaken as necessary to continue to inform the implementation of the humanitarian response strategy
  • Contribute to the expansion of the programming portfolio through capacity building of field staff, development of partnerships and networks, as well as development of new funding opportunities

Disaster risk reduction programs
  • Support the Humanitarian Manager, Program Development and Quality and Program Implementation Department, as well as relevant Directors on development strategy, concept notes and proposals for Disaster Risk Reduction and Climate Change prevention and mitigation.
  • Provides technical advice to assure high quality implementation of such programs. Works with other technical advisors and humanitarian manager to ensure with the goal of incorporating disaster risk reduction as a cross theme in every program that the country office implements.

Monitoring and reporting
  • Ensure that program objectives and activities are agreed upon within the context of Save the Children values, aims and objectives
  • Ensure production and timely dissemination of high quality, analytical reports, supply of regular situation reports, and collection, analysis and dissemination of relevant information and data relevant to Emergency Preparedness Plan and DRR activities.
  • Evaluate, monitor and review to ensure strict compliance of program activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.

Representation, communication & relationship building
  • Help establish, maintain, and improve active and regular working relationships with: government authorities, partner agencies including humanitarian and development donors, and local and international NGOs
  • Take minutes and participate representing Save the Children on national forums, workshops, and meetings regarding humanitarian, Emergency Preparedness and Disaster Risk Reduction issues as directed by the humanitarian manager.
  • Ensure establishment and maintenance of strong working relationships with local communities, community based organizations and other local authorities as appropriate.

QUALIFICATIONS AND EXPERIENCE


Essential:
  • Bachelors degree in a related field
  • Recommended minimum of three years experience in humanitarian preparedness and response in a number of fragile or complex contexts
  • Recommended minimum of three years experience in disaster risk reduction programming
  • Ample knowledge of humanitarian response and transitional program concepts, policies, frameworks, strategies and components, as well as other development concepts and frameworks
  • Extensive on the ground experience in multi-sector humanitarian response,
  • Highly developed interpersonal and communication skills including influencing, negotiation and coaching
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Knowledge of Save the Children's practices and procedures and ways of working with children
  • Willingness to work and travel in often difficult and insecure environments
  • Fluency in English, both verbal and written
  • Competency in local language

Save the Children - Awards Officer

ROLE PURPOSE:


Awards Officer will have responsibility in supporting Awards Manager in reaching the high performance of Awards Department. The post will support the Award Management team in the planning, securing and managing of both development and humanitarian awards. The position involves supporting award information management and compliance with systems and processes. She/He will be part of country office contact person for award management and information to member to propose agreed and suitable datelines, support COO and CEO for approving award stages in the Award Management System (AMS).

She/He will be responsible for managing the assigned sub Grantees from reviewing sub-grantees proposal, monitoring the expenditures, conduct spot audit to closing out the sub-grants. Together with Awards Manager as a team, she/he will be one of focal points for AMS and be a trainer for Award Management System. She/He will assist the Awards Manager in the task of internal/external audit when requested. This role requires frequent communication with Save the Children members and frequent travel to field offices.

This role will work closely with Fundraising, PDQ and Program Implementation on internal compliance processes, financial and narrative reporting requirements, monitoring and analysis awards’ spending and billing. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions: Communication with internal departments (Program Development and Quality, Program Implementation, Fundraising and marketing, Advocacy and Campaigns, Human Resources and Finance)


KEY AREAS OF ACCOUNTABILITY:

Compliance (systems, processes, donor)
  • Provide inputs and maintain up to date proposal tracker in line with identified opportunities.
  • Assist Awards Manager in explaining donor regulations to relevant PI, PDQ, Advocacy and Campaigns, Fundraising and Marketing and Finance staff prior to and during project implementation.
  • Collaborate with members and in country teams to ensure all the award processes are captured and approved in AMS.
  • Coordinate work on development of concept notes and proposals, ensuring different teams are aware of donor compliance requirements and delivery timely and quality products.
  • Responsible for maintaining and driving data quality through the AMS system.
  • Use AMS reporting to monitor awards and plan for key processes i.e. donor reporting.
  • Serve as a reference person for program managers/budget holders on all donor compliance issues including providing regular updates to project teams on donor requirements.
  • Assist Awards Manager in providing a quarterly schedule for reporting to the EMT and other relevant staff including project managers/budget holders.
  • Together with the Awards Manager in providing programs and finance staff with relevant reporting formats, previous reports, and any additional support.

Communicating with impact, negotiation and coordination
  • Responsible for communication with budget holders and program staff to obtain inputs into key processes and up to date budget figures.
  • Communicate with members on behalf of Awards Manager for any proposed datelines and compliance requirements.
  • Support COO and CEO to approve awards stages in the AMS.

Sub-Grant Management
  • Review Sub Grant budget proposal, and ensure budget finalization in close collaboration with project managers and partners.
  • Support Project managers to monitor financial management of partner of sub-grantees from managing cash flow of the sub grantees to reviewing and monitoring the financial report of sub grantees.
  • Together with Awards Manager to Conduct visit to sub-grantees to coordinate prepration of capacity building plans and build capacities in donor and Save the Children compliance requirements.
  • Conduct spot audit to sub-grantees.
  • Responsible for closing out of Sub-Grants.

AMS and Document Management
  • Ensure that the Indonesia section of the AMS is updated with the most recently submitted proposals, agreements, project modifications, and other information.
  • Maintain through AMS final versions of all proposals, project modifications, and reports.

Audit Coordination
  • Assist Awards Manager in the task of audit internal and/or external.

Other Duties:
  • Contribute to Awards Department to reach high performance achievement.
  • Participate on an occasional basis in Extended Management Team (EMT) meetings as needed.

Monitoring and analysis
  • Carry out basic award monitoring processes and identify any issues for further analysis.
  • Ensure donor budget lines in AMS are as needed for donor reporting requirements.

Portfolio management and strategy
  • Run reports from AMS to support the AM team with monitoring of the Award Portfolio.
  • Perform monitoring and analysis activities when required and work with Awards Manager to resolve any issues identified.
  • Solve routine problems and refer more complex matters upwards as required for advice and support.

Developing self and others
  • Work with other team members to support team activities .
  • Build relationships with members of other teams i.e. fundraising, finance and operations.
  • Involvement in capacity building to build skills in Award management.

QUALIFICATIONS AND EXPERIENCE
  • University degree in International development, business administration, finance and/or experience working in a related role.
  • Recommended a minimum of three years of grants, financial, or program management/oversight experience in a contractor, corporate, or NGO environment.
  • Experience managing grants, contracts & sub agreements with knowledge of major funders’ guidelines (e.g. USAID, ECHO, DFID, CIDA, SIDA etc.) is preferable.
  • Relevant experience managing donor funded projects with International NGO’s particularly those addressing human/children’s rights and those applying partnership approaches.
  • Be able to perform basic financial checks on reports for coherence.
  • Strong analytical skills, computer literacy and excellent documentation skills are a must.
  • Strong capacity to build effective working relationships across departments.
  • Cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Highly developed interpersonal and English communication skills including influencing and negotiation.

ROLE PURPOSE:
As a member of the Finance team, Junior Accountant shares in the overall responsibility for the direction and coordination of the finance duties and responsibilities.

Assist in monthly report process
  • Input transactions onto General Ledger and Cash Offline Spreadsheet (GLACOS) and ensure all transactions entered in system with correct and complete budget code.

QUALIFICATIONS AND EXPERIENCE
Essential
  • Education Degree in Accounting and/or Finance Management.
  • Work Experience (in years) 3 to 5 years.
  • Strong computer skills in Microsoft Office (Word and Excel) and AGRESSO Financial Management System.
  • Good command of English, verbal and written.
  • Experience with financial and grants management.
  • Ability to solve problems, show initiative and work independently.
