Vacancy at UNDPGlobal Pulse is an innovation initiative in the Executive Office of the United Nations Secretary-General, harnessing today's new world of digital data and real-time analytics to gain a better understanding of changes in human well-being. Global Pulse hopes to contribute to a future in which access to better information sooner makes it possible to keep international development on track, protect the world's most vulnerable populations, and strengthen resilience to global shocks. Global Pulse is being implemented as a network of Pulse Labs, bringing together expertise from UN agencies, governments, academia, and the private sector to research, develop, test and share tools and approaches for harnessing real-time data for more effective and efficient policy delivery.

Pulse Lab Jakarta

Global Pulse established a Pulse Lab in Jakarta in 2012 in partnership with the Government of Indonesia. Pulse Lab Jakarta functions as an open innovation space where policy experts together with UN development practitioners and other partners can experiment with new types of data and emerging technologies and evaluate their potential to enhance both public policy decision-making and community resilience. Following the development of useful approaches, Pulse Lab Jakarta supports institutional adoption of these innovations into policy and practice.

Under the guidance of the Head of Office, the Partnerships Advisor acts as an advisor to Senior Management on all aspects of the data innovation portfolio of Pulse Lab Jakarta and manages a programme portfolio in one or more of the Lab's practice areas. The main responsibility is to manage the outreach of PLJ to the private sector to encourage public-private partnerships in experimenting with new digital data sources. The Partnerships Advisor contributes to strategic planning and identifies new programme areas while ensuring consistency with the Lab's overall priorities in line with Steering Committee guidance and ensures creative responses to emerging challenges and opportunities. The Partnerships Advisor will also be responsible for identifying opportunities to expand Pulse Lab Jakarta's portfolio across the Asia Pacific region.

The Partnerships Advisor manages a small team and works in close collaboration with Lab management. The Partnerships Advisor ensures a consistent approach with the operations and finance teams and ensures effective communication of the PLJ portfolio with Government officials, UN agencies and donors. The Partnerships Advisor will work closely with a wide variety of stakeholders such as UN Agencies and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully innovate with new digital data sources for development and humanitarian action in Indonesia.

Duties and Responsibilities

1. Identify, establish and facilitate key partnerships for Pulse Lab Jakarta both in Indonesia and across the region focusing on the following key results:
  • Determine the partnership landscape in Indonesia to ensure optimal win-win partnerships for Pulse Lab Jakarta.
  • Identify and mobilise key strategic private sector partnerships to enhance impact and influence for Pulse Lab Jakarta's strategic priorities.
  • Maintain effective relationships with local counterparts in UN agencies, funds and programmes to promote and strengthen coordinated support for Pulse Lab Jakarta.
  • Ensure that Pulse Lab Jakarta's partnerships are in line with GoI and UN Partnership Development Framework (UNPDF) priorities.
  • Lead the establishment and achievement of specific private sector resource mobilization/partnership goals and objectives.
  • Keep management abreast of new developments and trends in private and other sectors to ensure PLJ remains relevant.
  • Identifies opportunities to expand PLJ's portfolio across the region.

2. Ensures the provision of high quality policy advice to the Government focusing on achievement of the following results:
  • Provide technical oversight and serve as a lead technical resource for the provision of technical assistance and capacity building initiatives.
  • Identify and coordinate the provision of technical assistance to partners.
  • Ensure all projects are well documented in order to ensure effective knowledge transfer to partners.
  • Identification of sources of information related to policy-driven issues.
  • Ensure strategic support for the capacity-building of national counterparts is managed effectively.
  • Ensure the introduction of performance indicators/success criteria, targets, and milestones to activities under management.
  • Development of policies and institutions that will address problems and needs in collaboration with the Government and other strategic partners.

3. Provides advice on strategy and support to the management team as well as enhancing the outreach of PLJ's activities:
  • Ensures PLJ's objectives and activities are in line with RPJMN and UNPDF priorities.
  • Review each project to ensure consistency with quality outputs.
  • Provide technical support to multi-stakeholder mechanisms, especially in regard to the Lab's government/civil society partnership-building activities.
  • Development of practical policies and plan recommendations.
  • Identify new sectors with available quality data that can be accessed and mined for potential projects.

4. Facilitates the establishment of a high quality knowledge building and management of information focusing on achievement of the following results:
  • Ensure that required expertise and technical assistance is made available to government and civil society partners/counterparts.
  • Effective mechanisms and systems are in place and functioning to identify, document and synthesize lesson learned and best practices for sharing and learning throughout the region.
  • Maintain project briefs and activity information for civil society, donors, academia, private sectors and other stakeholders as appropriate to support PLJ's communications activities including through preparation of statements and other communication materials.
  • Provision of high quality information and analysis to the government counterparts to inform the strategic direction of local development priorities.
  • Collate research-based information and evidence to enrich the achievement of development results.
  • Ensure development results are communicated to all relevant stakeholders.

Required Skills and Experience

Education:*

Master's Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.

Experience:*
  • Masters with 8 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects and establishing inter-relationships among international organization and national governments. Experience in the usage of computers and office software packages, experience in handling of web based management systems.
  • Experience working in an innovative environment desirable.
  • Experience with building partnerships in Indonesia preferred
  • A creative thinker, with hands-on experience in capacity building with local government

Language Requirements:
  • Fluency in written and spoken English is required;
  • Fluency in written and spoken Bahasa Indonesia

Other Requirements:
  • Excellent interpersonal communication skills, writing ability and administrative skills.
  • Ability to work in multidisciplinary teams.
  • Ability to engage and negotiate with high level personnel in governmental institutions, external agencies, etc.
  • Proven analytical skills and ability to conceptualize strategic intervention
